I am working on developing a shock and impact resistant architecture for MEMS devices using a laminated material scheme. The motivation arises out the brittleness of silicon, which makes it unsuitable for making MEMS for applications where the device is incompletely packaged,e.g. microsurgery tools, which I am also interested in developing.

Department of Mechanical & Production Engineering :


Where the real engine is the people : Their motivation and direction

Mechanical Engineering is the science of exploring the natural resources of power and propulsion and materials of engineering construction through the design, development, production, installation and operation of power plants, transport equipments and industrial plants besides the organisation and administration of such plants.

The Department of Mechanical Engineering, incepted in 1941, has seen a considerable growth- intake of UG courses risen from 30 to 130; 100 for ME and 30 for PIE; PG courses are offered in specializations of Production and Thermal Engineering, besides catering for Ph.D. Programs. The department has well equipped laboratories, such as Instrumentation, Experimental Stress Analysis, Strength of Materials, Fluid Mechanics, IC Engines, Refrigeration and Air conditioning, Automotive Engineering, Robotics, Welding Technology, Automation and Flexible Manufacturing Systems (FMS), Heat Transfer, Solar Energy. In a recent survey, conducted by The Times of India, published in the ‘Pick of The Times’, the department of Mechanical Engineering was rated as the best in Asia.

4. JOURNALS/PERIODICALS SECTION
Journals being the primary source of information are essential to supplement the research activities and are required regularly. A number of foreign & Indian journals are being subscribed on-line to facilitate the on going research activities & to expand the areas of future research activities. The online Journals being subscribed includes IEL, ASME, ASCE and JET.


5. CD ROM ACCESS TO ENGINEERING & SCIENTIFIC DATA BASE
Various CD-ROM database i.e. BIS, ASTM, EI-index etc. are being subscribed. Apart from these databases library also has a good collection of books on CD-ROM and video recordings.

6. REPROGRAPHY SECTION
VThe photocopying facility, Printing facility, Scanning, Spiral Binding, Laminaiton etc. are provided to the students on the payment basis within the premisies of the library.

1.2 AUTOMATION OF LIBRARY & SERVICES


To keep pace with ongoing technological changes it is essential that the library records are computerised and the future information is obtained in digital format for making it accessible to the faculty & students at their work places which will not only save the time but make the simultaneous access of information at the same time which is otherwise not possible in print formats. A well known Library management software namely Libsys 4 is used for the automated libray services. 45 Pentium IV machines are provided to facilitate the retrieval of information through internet and intranet. The online PUBLIC ACCESS CATALOGUE (OPAC) of books, journals, CDs and videos available in the library is accessible to the users on intranet. Several useful resources on engineering and technology aavailable on internet have been identified and links are made available on the libray home page.

The llibray being the member of consortia of INDIAN DIGITAL LIBRAY OF ENGINEERING AND TECHNOLOGY (INDEST) AND DEVELOPING LIBRAY NETWORK (DELNET) offers various facilities of member institutions through resource sharing. To provide the efficient management, the constant vigil is kept on the activities of staff and users through Electronic Surveillance system having a 24 hous recording facility. To keep the library services automated the following work are being regularly carried out:
1. Data Entry of Existing Collection/Records
2. Data Entry of New Arivals
3. Bar Coding of Existing Record/Collection
4. Bar Coding of Membership Cards and Incoming Records/Documents
5. Procurement of Hardware & Software
6. Electonic Security-surveillance System

Computer Center




DCE is having a well equipped centralized computer center to cater the high profile students and faculty in the college. It is housed in a magnificent State-of the art building having specialized laboratories to provide variety of platforms and computing environment for UG, PG and research students. The center possesses number of servers and over 120 Compaq Pentium-IV computer systems which have been added in the academic session 2003-04. Order for five SUN CAD workstations have also placed. The center is fully networked through high-end intelligent CISCO switch, and possess round the clock 2 Mbps lease line, ISDN etc. internet facilities on all the nodes. It is also having the latest versions of compilers, scientific, technical and engineering software, training kits etc. for the students of different branches of engineering. During 2004-2005, 200 Pentium - IV have also been added in the center. College also possess over 600 P-III and P-IV and 6 server computer systems installed in various labs.

College is in the process of setting up campus LAN to extend these facilities to each and every department, hostel, and canteen etc. in the college. Another 200 Pentium-IV shall be added to the centre during 2004-05.


Computer programming is an integral part of BE/ME/MSc/PhD programs. Besides computer center is also used for conduct of short term training programs for staff and faculty.

Hostel accommodation for students on rolls will be allotted to full-time day students by the College Hostel Committee. Application for hostel seats should be submitted in the prescribed form. No ex- student shall be allotted any hostel accommodation.

Five (05) Boys Hostel are Bhaskaracharya Hostel, Sir CV Raman Hostel, Sir JC Bose Hostel, Barahmihir Hostel, Sir Visvesvarayya Hostel with a total capacity to accommodate 880 students. One (01) Girls Hostel is Sister Nivedita Hostel with capacity to accommodate 69 girl students and One (01) married Hostel with capacity to accommodate Fifteen (15) students are presently available with the College. The allotment of accommodation to the boys and girls in the Hostel will be made on the following priority, subject to availability of seats in the hostels:


The first preference for Hostel Accommodation for the 1st sem B.E. student will be given to the out side Delhi Category. Those from out side of Delhi, but studied in Delhi will be given hostel accommodation at par with outside Delhi students provided they produce certificate for their stay in hostels.


Those within fifteen (15) km radius will not be provided Hostel Accommodation and the others will get Hostel Accommodation as per the distance in between the college and their residence.

comprising of operating system software such asMicrosoft Windows

Xp and Suse Linux and application software such asMS office 2003,

are available for students to sharpen theirskills.



HOSTEL FACILITY:

There are 4 hostel available, threefor boys, and one for ladies.

All hostel are equipped with excellentmess facilities which provide

homely food and atmosphere. The Hostelfacility is compulsory for Girls.

FEE STRUCTURE:

All the fee arecharged as per norms of Govt. of Jharkhand and AICTE.

The feestructure is subject to revision by the Fee Fixation Committee.

ELIGIBILITY FOR ADMISSION

All Candidates have must have scored minimum 50 % in Physics, Chemistry,
Mathematics with English as a compulsory subject.

ADMISSION PROCESS
Students appearing in AIEEE-CBSE, JCECE, BCECE, AIATPI may apply for registration by paying Rs. 500 by cash or bank draft in favour of R.I.T. Koderma. 10% seats of total intake is open for admission into II year (3rd Sem ) for Diploma in engineering faculty.


FEE STRUCTURE

All the fee are charged as per norms of Govt. of Jharkhand and AICTE.
The fee structure is subject to revision by the Fee Fixation Committee.


LOCATION

It is one of the most accessible Institutes in Bihar and Jharkhand alike.
Koderma is 160 km from Ranchi and Patna alike. With nearest airport being
at Gaya, a mere 100 km away. Koderma also very famous as Jhumri Tilaiya,
is globally known as once largest producer of Mica in world.

ACADEMIC COMPLEX

The multi - storeyed academic complex is a multi storied building housing class rooms, offices , laboratories, spread over 118000 sq.ft.

LIBRARY

The library comprises of latest reference books and text books. It has dedicated computers for electronic journals. Large number of national and international magazines as well as technical books along with books for personality development and holistic education is made available to students. There are more the 10000 volumes and 30 journals.


COMPUTER CENTRE

The computer centre has 240 numbers of state of art Intel Pentium 4 processors. The computers are equipped with Local Area Network (LAN) and administered by Server. Licensed software comprising of operating system software such as Microsoft Windows
Xp and Suse Linux and application software such as MS office 2003, Lotus Smart Suit, C , C++, Unix, Fortran, Autocad, Pspice, Matlab are available for students to sharpen their skills.

HOSTEL FACILITY:

There are 03 hostel available, two for boys and one for ladies.
All hostel are equipped with excellent mess facilities which provide homely food
and atmosphere. The Hostel facility is compulsory for Girls.


DRESS CODE

All the students have to wear meticulous dress code for Class and Laboratory
to give the students a sense of brotherhood and equality, which is compulsory
of all ladies and gentlemen aspiring to become world-class engineers.

CLUBS

Facilities / activities both extra curricular and co-curricular like quiz, debates, declamation, creative writing, excursions, adventure sports, painting and music are essential ingredients of Institute Training.

To implement its mission the Engineering programs at R.I.T. Koderma provide the best qualities of teaching, scholarship and professional practice. The Institute is committed to facilitate the education of both engineering undergraduate and graduate students for their entrance in, and significant contribution to, the engineering profession. Our students are actively engaged and work in collaboration with faculty and staff to acquire and expand knowledge. “ The Technical Education ”

Technical education in India contributes a major share to the overall education system and plays a vital role in the social and economic development of our nation. In India, technical education is imparted at various levels such as: craftsmanship, diploma, degree, post-graduate and research in specialized fields, catering to various aspects of technological development and economic progress.

The beginning of formal Technical Education in India can be dated back to the mid 19 th Century. The major policy initiatives in the pre-independence period included appointment of the Indian Universities Commission in 1902, issue of the Indian Education policy resolution in 1904 and the Governor General’s policy statement of 1913 stressing the importance of Technical Education, the establishment of IISc in Bangalore, Institute for Sugar, Textile and Leather Technology in Kanpur, N.C.E. in Bengal in 1905 and Industrial schools in several provinces. Significant developments include:

•Constitution of the Technical Education Committee of the Central Advisory Board of Education (CABE) of 1943;

•Preparation of the Sergeant Report of 1944; and

•Formation of the All India Council for Technical Education (AICTE) in 1945 by the Government of India.

All India Council for Technical Education (AICTE) was set-up in November 1945 as a national level Apex Advisory Body to conduct survey on the facilities on technical education and to promote development in the country in a coordinated and integrated manner. And to ensure the same, as stipulated in, the National Policy of Education (1986), AICTE be vested with statutory authority for planning, formulation and maintenance of norms and standards, quality assurance through accreditation, funding in priority areas, monitoring and evaluation, maintaining parity of certification and awards and ensuring coordinated and integrated development and management of technical education in the country.


The Government of India (Ministry of Human Resource Development) also constituted a National Working Group to look into the role of AICTE in the context of proliferation of technical institutions, maintenance of standards and other related matters. The Working Group recommended that AICTE be vested with the necessary statutory authority for making it more effective, which would consequently require restructuring and strengthening with necessary infrastructure and operating mechanisms.

Pursuant to the above recommendations of the National Working Group, the AICTE Bill was introduced in both the Houses of Parliament and passed as the AICTE Act No. 52 of 1987. The Act came into force w.e.f. March 28, 1988. The statutory All India Council for Technical Education was established on May 12, 1988 with a view to proper planning and coordinated development of technical education system throughout the country, the promotion of qualitative improvement of such education in relation to planned quantitative growth and the regulation and proper maintenance of norms and standards in the technical education system and for matters connected therewith.

The purview of AICTE (the Council) covers programmes of technical education including training and research in Engineering, Technology, Architecture, Town Planning, Management, Pharmacy, Applied Arts and Crafts, Hotel Management and Catering Technology etc. at different levels.

The Organisation :

In accordance with the provisions of the AICTE Act (1987), for the first five years after its inception in 1988, the Minister for Human Resource Development, Government of India was the Chairman of the Council. The first full time Chairman was appointed on July 2, 1993 and the Council was re-constituted in March 1994 with a term of three years. The Executive Committee was re-constituted on July 7, 1994 and All India Boards of Studies and Advisory Boards were constituted in 1994-95. Regional Offices of the Ministry of Human Resource Development, Government of India, located at Kolkata, Chennai, Kanpur and Mumbai were transferred to AICTE and the staff working at these offices were also deputed to the Council on foreign service terms w.e.f. October 1, 1995. These offices functioned as secretariats of Regional Committees in the four regions (East, South, North and West). Three new Regional Committees in southwest, central and northwest regions with their secretariats located at Bangalore, Bhopal and Chandigarh respectively were also established on July 27, 1994.

The AICTE has its Headquarters in New Delhi which has the offices of the Chairman, Vice-Chairman and the Member Secretary and is presently housed in a building having a covered area of 38542 sq. ft. located in Indira Gandhi Sports Complex, Indraprastha Estate, New Delhi. The present building is taken on lease from the Sports Authority of India. The Government of India has allocated 5 acres land in the campus of Jawaharlal Nehru University, New Delhi, for constructing the administrative and other buildings of the Council.

The AICTE comprises of nine Bureaus, namely:

• Postgraduate Education and Research (PGER) Bureau

• Quality Assurance (QA) Bureau

• Planning and Co-ordination (PC) Bureau

• Research and Institutional Development (RID) Bureau

• Academic (Acad.) Bureau

For each Bureau, Adviser is the Bureau Head who is assisted by technical officers and other supporting staff. The multidiscipline technical officer and staff of the Council are on deputation or on contract from various Government Departments, University Grants Commission, academic institutions etc.

PREFACE :

All India Council for Technical Education has been established under the Act, 1987, with the view of proper planning and coordinated development of the technical education system throughout the country, the promotion of qualitative improvement of such education in relation to the planned quantitative growth and the regulation and proper maintenance of norms and standards in the technical education system and for matters connected therewith.

Clause 10(i), Chapter - III of the Act, provides that the Council shall lay down norms and standards for courses, curricula, physical and instructional facilities, staff pattern, staff qualifications, quality instructions, assessment and examinations.

Further Clause 10(u) provides that the Council shall set up a National Board of Accreditation to periodically conduct evaluation of technical institutions or programmes on the basis of guidelines, norms and standards specified by it and to make recommendation to it, or the Council, or the commission or to other bodies, regarding recognition or de-recognition of the institution or the programme.

The Council therefore, has a statutory responsibility and authority to lay down norms and standards for programmes in all branches of Engineering and Technology, Architecture and Town & Country Planning, Pharmacy, Hotel Management and Catering Technology, Management and Technician (Polytechnic) Education. The Council, accordingly prescribed norms and standards in 1990 and published 5 documents in the major disciplines (except in Hotel Management and Catering Technology and Town & Country Planning).

The Council undertook the revision in November 1994 through respective All India Boards of Studies and their sub-committees. Before finalization of the revised norms and standards, the draft and documents were discussed in the National Workshops between May and July, 1995. The All India Board of Studies in July 1995 adopted the final version of the revised norms and standards 1995 and finally the Council gave its approval to them.

Separate regulations / guidelines are provided by the AICTE in respect of
the following :

Staff qualifications and pay scales etc. are notified by the Government of India and AICTE from time to time. AICTE has already constituted a high power committee for this purpose.

Fee structure for unaided institutions are prescribed by the State Government through State Level Standing Committees set up by AICTE in consultations with the State Governments. For aided institutions, the University Departments and the Government Institutions, the Council is presently holding discussions with the State Governments

Procedure for admission of the detailed syllabi are given in norms and standards. The institution may take up the revision of syllabi through respective Board of Studies of the Universities. The Council is funding seven Quality Improvement Programme (QIP) centers located at five Indian Institutes of Technology, University of Roorkee and Indian Institute of Science, Bangalore which are continuously engaged in preparation of detailed syllabi etc. for Engineering and Technology degree education. Likewise, the Curriculum Development Centres of four Technical Teachers Training Institutes at Chandigarh, Bhopal, Madras and Calcutta are also being funded by the Council to deal with the syllabi etc. in Polytechnic education.

GENERAL INFORMATION

The AICTE :

The All India Council for Technical Education (AICTE) is a Statutory Body established by the Government of India through Act No. 52 of 1987 with a view to proper planning and coordinated development of Technical Education (TE) system throughout the Country, promotion of qualitative improvement of Technical Education in relation to the planned quantitative growth and the regulation and proper maintenance of norms and standards in the Technical Education system and for matters connected therewith. Technical Education includes the fields of Engineering, Technology, Architecture, Town Planning, Management, Hotel Management & Catering Technology, Pharmacy and Applied Arts & Crafts.

FACULTY DEVELOPMENT BUREAU (FD BUREAU)

The Faculty Development activities of AICTE operated by FD Bureau are geared to ensure the quality, relevance, excellence and equity in Technical Education through the teachers of technical education. The objectives envisaged are to support programmes aimed at promoting quality of teachers; to promote programmes that facilitate career and faculty development; to recognize and support meritorious teachers; to provide opportunities for upgradation of knowledge and skills of teachers of technical education and working professionals; to encourage research and development.

Following schemes are operated by the FD Bureau of AICTE :-

1.Travel Grant : enables meritorious teachers to interact at international level Conference / Seminar / Symposium etc. Teachers from AICTE approved Technical Institutions / University departments are eligible for this grant.



2.Seminar Grant : provides a forum for interaction of academicians and working professionals and opportunity for sharing of innovations and inventions. AICTE approved Technical Institutions / University departments are eligible for this grant. Professional bodies, registered societies, national agencies are also eligible provided that the seminar is organized in collaboration with AICTE approved Technical Institutions / University departments imparting technical education.

3.Career Award for Young Teachers : identifies young talented teachers for promoting their professional growth by enabling them to devote maximum time in research and study with minimum teaching responsibility.

4.Emeritus Fellowship : utilizes services of highly qualified and experienced superannuated Professors of Technical Institutions / Universities in stimulating and achieving excellence in Technical Education.


5.Staff Development Programme :
is intended to provide opportunities through AICTE approved Staff Colleges / Institutions for induction training to teachers employed in AICTE approved Technical Institutions to facilitate upgradation of knowledge and skill.



6.The Scheme for Professional Societies / Bodies : intends to provide limited non-recurring financial assistance to selected technical professional bodies / societies to enable them to meet the expenses towards promotion and development of technical education in their respective professions through various means provided in their objectives.

7. Early Faculty Induction Programme :
aims at attracting bright and young students in AICTE approved institutions to take teaching as their carrier.


8.Quality Improvement Programmes :
is being implemented with the objective of upgrading the expertise, qualification and capabilities of the faculty members of degree level technical institutions.



The major activities under the QIP include :-

a) Masters and Doctoral Programmes : Under this scheme, faculty members of AICTE approved institutions are given opportunity to upgrade their qualifications. Certain selected institutions offer Masters and Ph.D Programmes to the faculty members and they are paid scholarships and contingency grant by the Council. Recently, the facility of pursuing Masters Degree programmes has been extended to approved polytechnic teachers also.

b) Short Term Programme : In order to upgrade the knowledge and skills of the teachers working in the different institutions in the country, AICTE provides financial assistance for organizing short term training programmes in the emerging areas of Technical Education.

c) Curriculum Development : The major QIP Centers are provided assistance to organize workshops for curriculum development. This leads to Model Curriculum, which is used as base documents by many institutions.

9. AICTE-INAE Distinguished Visiting Professorship : AICTE and Indian National Academy of Engineers (INAE) have jointly initiated this scheme. Under this, highly experienced technical professionals from industry visit Technical Institutions for short durations to give state of the art technical lectures for the benefit of students and faculty members. They also help in improving curriculum design and in formulation and guidance on the projects for students. (The scheme is under revision)

10. National Doctoral Fellowship :
To attract highly qualified and motivated candidates to pursue doctoral degree and offer themselves for teaching position in the Technical Education system.
To provide research support to bright young candidates for pursuing exciting and innovative research in the field of Technical Education.

11. Post Graduate Scholarship Scheme : In pursuance of the policy framework for Promotion of Post-Graduate Education and Research in Technical Education as announced by Ministry of Human Resource Development, AICTE is implementing and running PG Scholarship scheme in the field of technical education for the study of post graduate students in Engineering and Technical institutions. MHRD conducts GATE examination through IITs in the country. The students who qualify GATE examination get valid score card in different subject fields and become eligible for GATE scholarship under existing PG Scholarship Scheme. A valid GATE scorer receives scholarship amount @ Rs. 5000 per month along with a contingency grant of Rs. 5,000 per year on merit.

Tensile Testing :

Tensile testing involves pulling on a specimen material to determine the relationship between force and stretch, and the force at failure. This mechanical testing method is performed on virtually any kind of material: metals, plastics, paper, film, foil, wire, cordage etc.

There are many material properties that can be determined by tensile testing. Among the most common are:

Modulus
This is the measurement of the stiffness of a material - how much it deflects elastically for a given load.

Elongation
This is the total elastic and plastic (irreversible) stretch of the material before it breaks.

Ultimate Load
This is the maximum force that the specimen will accept before failure.

Yield Strength
This is the stress (load/area) at which a material begins to deform plastically.

Tensile testing can be performed on either finished products or specially cut or formed samples.

Careful consideration must be given to such issues as speed of testing, grip design and application, load cell selection, and others, to yield accurate and credible results.

Compression Testing:

Materials behave differently in compression than they do in tension, so it can be important to perform mechanical tests which simulate the conditions the material will experience in actual use.

Compression testing is typically used to test plastics, foam, rock, concrete and asphalt. It is rarely used to test metals.

Compression Testing is also used in product testing to evaluate the behavior of finished products. For example, a hypodermic needle may be pushed into a material to see how easily it penetrates and to assess its sharpness.

Fatigue testing :

It is used to determine how many load cycles a material can sustain or the failure load level for a given number of cycles.

The results of fatigue testing vary dramatically depending on the material. For example, most steels and aluminum alloys behave very differently under fatigue. Steel typically has a fatigue threshold, which means that if it is tested at loads lower than the threshold, it will never break. Most aluminum alloys do not have a fatigue limit, so it is more difficult to judge when they will break. Even at a small load, most aluminum alloys will fail after a sufficient number of cycles.

Plastics (Polymers) are very sensitive to strain rate, or the speed of testing. Testing plastics at a higher rate will lead to different results than testing them at a low speed. Similarly, plastics are temperature sensitive, meaning that they behave very differently at high temperatures than at low temperatures.

Fatigue testing is very common in the automotive and aerospace industries. This type of mechanical testing is performed using very simple sinusoidal load cycles, or may include very complex reproductions of actual service life load profiles.


Package Strength Testing :

In order to produce acceptable packaging on a daily basis and throughout a determined shelf life validation, it is important to evaluate the strength characteristic. Not only does strength play a key role in a shelf life validation, but it also lets the medical device manufacturer determine that their process for sealing packages is staying consistent to their predetermined specification set in the process validation. There seems to be some confusion within the medical device industry regarding the strength of a package as opposed to the integrity of a package. Package strength concerns the force required to separate two components of the package. It could be the force to separate two flexible components of a pouch, or a flexible lid and a thermoform tray. These forces may be measured in pounds per inch width, as in the seal/peel test; or in pounds per square inch, as in the burst test method. Alone, these tests of package strength values do not necessarily prove the integrity of the entire package. In fact, the seal width that was actually measured may be within the strength specification but may have a channel leak that could breach the package and negate integrity.

The main culprit for poor package strength is the sealing parameters. If a proper process validation of the sealer is not performed, the medical device manufacturer can expect failure.

ELIGIBILITY FOR ADMISSION

All Candidates have must have scored minimum 50 % in Physics, Chemistry,

ADMISSION PROCESS
Students appearing in AIEEE-CBSE, JCECE, BCECE, AIATPI may apply for registration by paying Rs. 500 by cash or bank draft in favour of R.I.T. Koderma. 10% seats of total intake is open for admission into II year (3rd Sem ) for Diploma in engineering faculty.


FEE STRUCTURE

All the fee are charged as per norms of Govt. of Jharkhand and AICTE.
The fee structure is subject to revision by the Fee Fixation Committee.


LOCATION

It is one of the most accessible Institutes in Bihar and Jharkhand alike.
Koderma is 160 km from Ranchi and Patna alike. With nearest airport being
at Gaya, a mere 100 km away. Koderma also very famous as Jhumri Tilaiya,
is globally known as once largest producer of Mica in world.

ACADEMIC COMPLEX

The multi - storeyed academic complex is a multi storied building housing class rooms, offices , laboratories, spread over 118000 sq.ft.

LIBRARY

The library comprises of latest reference books and text books. It has dedicated computers for electronic journals. Large number of national and international magazines as well as technical books along with books for personality development and holistic education is made available to students. There are more the 10000 volumes and 30 journals.

The computer centre has 240 numbers of state of art Intel Pentium 4 processors. The computers are equipped with Local Area Network (LAN) and administered by Server. Licensed software comprising of operating system software such as Microsoft Windows

HOSTEL FACILITY:

There are 03 hostel available, two for boys and one for ladies.
All hostel are equipped with excellent mess facilities which provide homely food
and atmosphere. The Hostel facility is compulsory for Girls.


DRESS CODE

All the students have to wear meticulous dress code for Class and Laboratory
to give the students a sense of brotherhood and equality, which is compulsory

“ The Technical Education ”

Technical education in India contributes a major share to the overall education system and plays a vital role in the social and economic development of our nation. In India, technical education is imparted at various levels such as: craftsmanship, diploma, degree, post-graduate and research in specialized fields, catering to various aspects of technological development and economic progress.

The beginning of formal Technical Education in India can be dated back to the mid 19 th Century. The major policy initiatives in the pre-independence period included appointment of the Indian Universities Commission in 1902, issue of the Indian Education policy resolution in 1904 and the Governor General’s policy statement of 1913 stressing the importance of Technical Education, the establishment of IISc in Bangalore, Institute for Sugar, Textile and Leather Technology in Kanpur, N.C.E. in Bengal in 1905 and Industrial schools in several provinces. Significant developments include:

•Constitution of the Technical Education Committee of the Central Advisory Board of Education (CABE) of 1943;

•Preparation of the Sergeant Report of 1944; and

•Formation of the All India Council for Technical Education (AICTE) in 1945 by the Government of India.

All India Council for Technical Education (AICTE) was set-up in November 1945 as a national level Apex Advisory Body to conduct survey on the facilities on technical education and to promote development in the country in a coordinated and integrated manner. And to ensure the same, as stipulated in, the National Policy of Education (1986), AICTE be vested with statutory authority for planning, formulation and maintenance of norms and standards, quality assurance through accreditation, funding in priority areas, monitoring and evaluation, maintaining parity of certification and awards and ensuring coordinated and integrated development and management of technical education in the country.


The Government of India (Ministry of Human Resource Development) also constituted a National Working Group to look into the role of AICTE in the context of proliferation of technical institutions, maintenance of standards and other related matters. The Working Group recommended that AICTE be vested with the necessary statutory authority for making it more effective, which would consequently require restructuring and strengthening with necessary infrastructure and operating mechanisms.

Pursuant to the above recommendations of the National Working Group, the AICTE Bill was introduced in both the Houses of Parliament and passed as the AICTE Act No. 52 of 1987. The Act came into force w.e.f. March 28, 1988. The statutory All India Council for Technical Education was established on May 12, 1988 with a view to proper planning and coordinated development of technical education system throughout the country, the promotion of qualitative improvement of such education in relation to planned quantitative growth and the regulation and proper maintenance of norms and standards in the technical education system and for matters connected therewith.

The purview of AICTE (the Council) covers programmes of technical education including training and research in Engineering, Technology, Architecture, Town Planning, Management, Pharmacy, Applied Arts and Crafts, Hotel Management and Catering Technology etc. at different levels.

The Organisation :

In accordance with the provisions of the AICTE Act (1987), for the first five years after its inception in 1988, the Minister for Human Resource Development, Government of India was the Chairman of the Council. The first full time Chairman was appointed on July 2, 1993 and the Council was re-constituted in March 1994 with a term of three years. The Executive Committee was re-constituted on July 7, 1994 and All India Boards of Studies and Advisory Boards were constituted in 1994-95. Regional Offices of the Ministry of Human Resource Development, Government of India, located at Kolkata, Chennai, Kanpur and Mumbai were transferred to AICTE and the staff working at these offices were also deputed to the Council on foreign service terms w.e.f. October 1, 1995. These offices functioned as secretariats of Regional Committees in the four regions (East, South, North and West). Three new Regional Committees in southwest, central and northwest regions with their secretariats located at Bangalore, Bhopal and Chandigarh respectively were also established on July 27, 1994.

The AICTE has its Headquarters in New Delhi which has the offices of the Chairman, Vice-Chairman and the Member Secretary and is presently housed in a building having a covered area of 38542 sq. ft. located in Indira Gandhi Sports Complex, Indraprastha Estate, New Delhi. The present building is taken on lease from the Sports Authority of India. The Government of India has allocated 5 acres land in the campus of Jawaharlal Nehru University, New Delhi, for constructing the administrative and other buildings of the Council.

The AICTE comprises of nine Bureaus, namely:

• Faculty Development (FD) Bureau

• Undergraduate Education (UG) Bureau

• Postgraduate Education and Research (PGER) Bureau

• Quality Assurance (QA) Bureau

• Planning and Co-ordination (PC) Bureau

• Research and Institutional Development (RID) Bureau

• Finance (Fin) Bureau

• Academic (Acad.) Bureau

For each Bureau, Adviser is the Bureau Head who is assisted by technical officers and other supporting staff. The multidiscipline technical officer and staff of the Council are on deputation or on contract from various Government Departments, University Grants Commission, academic institutions etc.

PREFACE :

All India Council for Technical Education has been established under the Act, 1987, with the view of proper planning and coordinated development of the technical education system throughout the country, the promotion of qualitative improvement of such education in relation to the planned quantitative growth and the regulation and proper maintenance of norms and standards in the technical education system and for matters connected therewith.

Clause 10(i), Chapter - III of the Act, provides that the Council shall lay down norms and standards for courses, curricula, physical and instructional facilities, staff pattern, staff qualifications, quality instructions, assessment and examinations.

Further Clause 10(u) provides that the Council shall set up a National Board of Accreditation to periodically conduct evaluation of technical institutions or programmes on the basis of guidelines, norms and standards specified by it and to make recommendation to it, or the Council, or the commission or to other bodies, regarding recognition or de-recognition of the institution or the programme.

The Council therefore, has a statutory responsibility and authority to lay down norms and standards for programmes in all branches of Engineering and Technology, Architecture and Town & Country Planning, Pharmacy, Hotel Management and Catering Technology, Management and Technician (Polytechnic) Education. The Council, accordingly prescribed norms and standards in 1990 and published 5 documents in the major disciplines (except in Hotel Management and Catering Technology and Town & Country Planning).

The Council undertook the revision in November 1994 through respective All India Boards of Studies and their sub-committees. Before finalization of the revised norms and standards, the draft and documents were discussed in the National Workshops between May and July, 1995. The All India Board of Studies in July 1995 adopted the final version of the revised norms and standards 1995 and finally the Council gave its approval to them.

Separate regulations / guidelines are provided by the AICTE in respect of
the following :

Staff qualifications and pay scales etc. are notified by the Government of India and AICTE from time to time. AICTE has already constituted a high power committee for this purpose.

Fee structure for unaided institutions are prescribed by the State Government through State Level Standing Committees set up by AICTE in consultations with the State Governments. For aided institutions, the University Departments and the Government Institutions, the Council is presently holding discussions with the State Governments

Procedure for admission of the detailed syllabi are given in norms and standards. The institution may take up the revision of syllabi through respective Board of Studies of the Universities. The Council is funding seven Quality Improvement Programme (QIP) centers located at five Indian Institutes of Technology, University of Roorkee and Indian Institute of Science, Bangalore which are continuously engaged in preparation of detailed syllabi etc. for Engineering and Technology degree education. Likewise, the Curriculum Development Centres of four Technical Teachers Training Institutes at Chandigarh, Bhopal, Madras and Calcutta are also being funded by the Council to deal with the syllabi etc. in Polytechnic education.

GENERAL INFORMATION

The AICTE :

The All India Council for Technical Education (AICTE) is a Statutory Body established by the Government of India through Act No. 52 of 1987 with a view to proper planning and coordinated development of Technical Education (TE) system throughout the Country, promotion of qualitative improvement of Technical Education in relation to the planned quantitative growth and the regulation and proper maintenance of norms and standards in the Technical Education system and for matters connected therewith. Technical Education includes the fields of Engineering, Technology, Architecture, Town Planning, Management, Hotel Management & Catering Technology, Pharmacy and Applied Arts & Crafts.

FACULTY DEVELOPMENT BUREAU (FD BUREAU)

The Faculty Development activities of AICTE operated by FD Bureau are geared to ensure the quality, relevance, excellence and equity in Technical Education through the teachers of technical education. The objectives envisaged are to support programmes aimed at promoting quality of teachers; to promote programmes that facilitate career and faculty development; to recognize and support meritorious teachers; to provide opportunities for upgradation of knowledge and skills of teachers of technical education and working professionals; to encourage research and development.

Following schemes are operated by the FD Bureau of AICTE :-

1.Travel Grant : enables meritorious teachers to interact at international level Conference / Seminar / Symposium etc. Teachers from AICTE approved Technical Institutions / University departments are eligible for this grant.



2.Seminar Grant : provides a forum for interaction of academicians and working professionals and opportunity for sharing of innovations and inventions. AICTE approved Technical Institutions / University departments are eligible for this grant. Professional bodies, registered societies, national agencies are also eligible provided that the seminar is organized in collaboration with AICTE approved Technical Institutions / University departments imparting technical education.

3.Career Award for Young Teachers : identifies young talented teachers for promoting their professional growth by enabling them to devote maximum time in research and study with minimum teaching responsibility.

4.Emeritus Fellowship : utilizes services of highly qualified and experienced superannuated Professors of Technical Institutions / Universities in stimulating and achieving excellence in Technical Education.


5.Staff Development Programme :
is intended to provide opportunities through AICTE approved Staff Colleges / Institutions for induction training to teachers employed in AICTE approved Technical Institutions to facilitate upgradation of knowledge and skill.



6.The Scheme for Professional Societies / Bodies : intends to provide limited non-recurring financial assistance to selected technical professional bodies / societies to enable them to meet the expenses towards promotion and development of technical education in their respective professions through various means provided in their objectives.

7. Early Faculty Induction Programme :
aims at attracting bright and young students in AICTE approved institutions to take teaching as their carrier.


8.Quality Improvement Programmes :
is being implemented with the objective of upgrading the expertise, qualification and capabilities of the faculty members of degree level technical institutions.



The major activities under the QIP include :-

a) Masters and Doctoral Programmes : Under this scheme, faculty members of AICTE approved institutions are given opportunity to upgrade their qualifications. Certain selected institutions offer Masters and Ph.D Programmes to the faculty members and they are paid scholarships and contingency grant by the Council. Recently, the facility of pursuing Masters Degree programmes has been extended to approved polytechnic teachers also.

b) Short Term Programme : In order to upgrade the knowledge and skills of the teachers working in the different institutions in the country, AICTE provides financial assistance for organizing short term training programmes in the emerging areas of Technical Education.

c) Curriculum Development : The major QIP Centers are provided assistance to organize workshops for curriculum development. This leads to Model Curriculum, which is used as base documents by many institutions.

9. AICTE-INAE Distinguished Visiting Professorship : AICTE and Indian National Academy of Engineers (INAE) have jointly initiated this scheme. Under this, highly experienced technical professionals from industry visit Technical Institutions for short durations to give state of the art technical lectures for the benefit of students and faculty members. They also help in improving curriculum design and in formulation and guidance on the projects for students. (The scheme is under revision)

10. National Doctoral Fellowship :
To attract highly qualified and motivated candidates to pursue doctoral degree and offer themselves for teaching position in the Technical Education system.
To provide research support to bright young candidates for pursuing exciting and innovative research in the field of Technical Education.

11. Post Graduate Scholarship Scheme : In pursuance of the policy framework for Promotion of Post-Graduate Education and Research in Technical Education as announced by Ministry of Human Resource Development, AICTE is implementing and running PG Scholarship scheme in the field of technical education for the study of post graduate students in Engineering and Technical institutions. MHRD conducts GATE examination through IITs in the country. The students who qualify GATE examination get valid score card in different subject fields and become eligible for GATE scholarship under existing PG Scholarship Scheme. A valid GATE scorer receives scholarship amount @ Rs. 5000 per month along with a contingency grant of Rs. 5,000 per year on merit.

Tensile Testing :

Tensile testing involves pulling on a specimen material to determine the relationship between force and stretch, and the force at failure. This mechanical testing method is performed on virtually any kind of material: metals, plastics, paper, film, foil, wire, cordage etc.

There are many material properties that can be determined by tensile testing. Among the most common are:

Modulus
This is the measurement of the stiffness of a material - how much it deflects elastically for a given load.

Elongation
This is the total elastic and plastic (irreversible) stretch of the material before it breaks.

Ultimate Load
This is the maximum force that the specimen will accept before failure.

Yield Strength
This is the stress (load/area) at which a material begins to deform plastically.

Tensile testing can be performed on either finished products or specially cut or formed samples.

Careful consideration must be given to such issues as speed of testing, grip design and application, load cell selection, and others, to yield accurate and credible results.

Compression Testing:

Materials behave differently in compression than they do in tension, so it can be important to perform mechanical tests which simulate the conditions the material will experience in actual use.

Compression testing is typically used to test plastics, foam, rock, concrete and asphalt. It is rarely used to test metals.

Compression Testing is also used in product testing to evaluate the behavior of finished products. For example, a hypodermic needle may be pushed into a material to see how easily it penetrates and to assess its sharpness.

Fatigue testing :

It is used to determine how many load cycles a material can sustain or the failure load level for a given number of cycles.

The results of fatigue testing vary dramatically depending on the material. For example, most steels and aluminum alloys behave very differently under fatigue. Steel typically has a fatigue threshold, which means that if it is tested at loads lower than the threshold, it will never break. Most aluminum alloys do not have a fatigue limit, so it is more difficult to judge when they will break. Even at a small load, most aluminum alloys will fail after a sufficient number of cycles.

Plastics (Polymers) are very sensitive to strain rate, or the speed of testing. Testing plastics at a higher rate will lead to different results than testing them at a low speed. Similarly, plastics are temperature sensitive, meaning that they behave very differently at high temperatures than at low temperatures.

Fatigue testing is very common in the automotive and aerospace industries. This type of mechanical testing is performed using very simple sinusoidal load cycles, or may include very complex reproductions of actual service life load profiles.


Package Strength Testing :

In order to produce acceptable packaging on a daily basis and throughout a determined shelf life validation, it is important to evaluate the strength characteristic. Not only does strength play a key role in a shelf life validation, but it also lets the medical device manufacturer determine that their process for sealing packages is staying consistent to their predetermined specification set in the process validation. There seems to be some confusion within the medical device industry regarding the strength of a package as opposed to the integrity of a package. Package strength concerns the force required to separate two components of the package. It could be the force to separate two flexible components of a pouch, or a flexible lid and a thermoform tray. These forces may be measured in pounds per inch width, as in the seal/peel test; or in pounds per square inch, as in the burst test method. Alone, these tests of package strength values do not necessarily prove the integrity of the entire package. In fact, the seal width that was actually measured may be within the strength specification but may have a channel leak that could breach the package and negate integrity.

The main culprit for poor package strength is the sealing parameters. If a proper process validation of the sealer is not performed, the medical device manufacturer can expect failure.
